Julius Vogel came to Dunedin from the Victorian goldfields in 1861, shortly after the first gold rush to Gabriels Gully. Originally a journalist, from 1863 he was also active in provincial and then national politics. As colonial treasurer, he launched a scheme in mid-1870 to reinvigorate the development of the colony by borrowing money for immigration and public works projects. On 23 July 1870 the Otago Witness reported him promoting his policies to an enthusiastic Dunedin audience.
