Several New Zealanders have served in the Government Service in Uganda, principally in the legal and community development spheres. The following hold, or have recently held, important positions there. In addition to these may be mentioned J. C. Dakin (Southland), a former Rhodes scholar, who served in Uganda from 1933 to 1954.

Dickie, James Jeffrey

(1919– ).

Director of Public Prosecutions.

James Dickie was born at Dunedin, New Zealand, on 6 May 1919. He was educated at John McGlashan College and at the University of Otago. From 1940 to 1946 he served with the Navy. In 1948 he was appointed Resident Magistrate in Uganda. He became Crown Counsel (1952), Senior Crown Counsel (1957), Legal Draftsman (1958), and Director of Public Prosecutions in 1960.

Minns, Percy Croft, O.B.E.

(1907– ).

Commissioner of Community Development.

Percy Minns was born on 1 October 1907 and educated at Auckland Grammar School and Auckland University College. In 1930 he gained a Rhodes scholarship and studied at Balliol College, Oxford. From 1933 to 1935 he served with the Asiatic Petroleum Co. He joined the Colonial Service in the following year and was appointed Assistant District Commissioner in Uganda. In 1949 he was promoted to District Commissioner, and Administrative Officer in 1953. From 1954, to 1959 he was Commissioner of Community Development. He was awarded the O.B.E. in 1960.

Slade, Gordon Brian, O.B.E., Q.C.

(1910– ).

Puisne Judge.

Gordon Slade was born in England in 1910 and was educated at Canterbury University College, Christchurch, New Zealand, where he took his LL.B. degree in 1934. He saw service with the armed forces from 1939 to 1943. In 1948 he was appointed Resident Magistrate in Uganda and became Crown Counsel in 1950. He was promoted to Senior Crown Counsel and Legal Draftsman (1953). From 1958 until 1962 he was Solicitor General, when he was appointed Puisne Judge. He received the O.B.E. in 1962.

Towle, Rowland Patrick

(1924– ).

Courts Adviser, Ministry of Local Government.

Patrick Towle was born at Auckland, New Zealand, on 22 December 1924 and was educated at Kings College, Auckland, and at Auckland University College. He spent 1945–46 in military service and became an administrative cadet in Uganda in 1948. From 1951 to 1954 he was a District Officer and in 1954 was appointed Personal Secretary to the Governor. In 1960 he took up an appointment as District Commissioner in Kigezi, and in the following year became Courts Adviser to the Ministry of Local Government.
