Opening Parliament

Sir Michael Hardie Boys, governor-general from 1996 until 2001, opens Parliament after the first MMP (mixed-member proportional representation) election in 1996. A former lawyer and Appeal Court judge, he was well qualified to handle the constitutional aspects of his new position.
