Fiscal envelope protest, 1995

In 1994 the government announced a plan to impose a financial cap on all future treaty settlements. This proposal, known as the 'fiscal envelope', sparked protests by Māori throughout the country. This shows one of those protests, including a symbolic burning of the New Zealand flag, at Waitara in Taranaki.
