Department of Social Welfare family home, 1977

These boys were residents of a Department of Social Welfare family home in Cannons Creek, Porirua. These homes were owned by the department and run by couples who lived in them rent-free in return for looking after the children. Family homes remain part of the foster-care system in the 2010s.
