Story: Colonial and provincial government

Dunedin City Council, 1865

Dunedin City Council was established in 1865. The councillors are shown tucked up asleep, while the two principal officials, the city engineer and the town clerk, consult. The cartoon caption suggests that they do not expect the councillors to be quiet and unobtrusive for much longer.
