The Labour Party advocated a complete halt to native timber milling on the West Coast during the 1999 election campaign. Deputy leader Michael Cullen received a rowdy reception when he attempted to explain the policy at a meeting in Greymouth. Labour won the election and milling was halted. Substantial cash compensation was paid to the region, which led to the setting up of Development West Coast.
