In 1932, when this photograph was taken, Apirana Ngata (second from left) was the third-ranked cabinet member of the ruling United–Reform coaltion. He is seen with other cabinet members including Public Works and Transport Minister Gordon Coates (in light coat) and Prime Minister George Forbes (third from right).
