Southland District Council chief executive and mayor

At the Southland District Council's first meeting after the 2007 local body elections, the council's chief executive, David Adamson, places the chains of office on its mayor, Frana Cardno. Cardno had just been elected to her sixth consecutive term of office, making her perhaps the country's longest-serving female mayor.
