James Carroll, 1895

The renowned 19th- and early-20th-century cultural go-between James Carroll is at far left in this photo, wearing a pale overcoat and bowler hat. A child of Pākehā and Ngāti Kahungunu parents, he was fully bilingual and comfortable in both Māori and Pākehā worlds. He became the Liberal government's most senior negotiator with Māori and is shown here with Premier Richard Seddon (fourth from right) and chiefs of Tūhoe who have come to Wellington to mark the formation of the Urewera Native District Reserve (later Te Urewera National Park, and from 2014 Te Urewera).
