Court powers

In the 19th century, courts could remove abused or neglected children from their families, although the parents were rarely prosecuted. In 1887 Joseph (9), Thomas (6), Samuel (4) and Daniel Hannam (2), who had all been badly neglected, were committed by the court to an industrial school.
