Chambers of commerce have always been involved in a wide range of issues affecting towns, cities and regions. The question as to whether Rongotai or Paraparaumu would become Wellington's main airport had been a major concern of the Wellington Chamber of Commerce for years. This 1969 cartoon by Nevile Lodge highlights the frustration felt by the chamber at government inactivity, but also pokes fun by subverting Winston Churchill’s well-known Second World War speech.
