Brian Talboys was minister of external trade in the National government of the late 1970s. This cartoon refers to the difficulties New Zealand faced in trying to sell dairy products to its traditional British market once the United Kingdom joined the European Economic Community (EEC), and suggests that getting concessions from the EEC was like milking a bull.
