Because New Zealand has many earthquakes, floods and other natural hazards, insuring against them has been challenging for individual insurance companies. The government-owned Earthquake and War Damage Commission filled this role after the Second World War. This 1970s leaflet encouraged property owners to pay a special levy to cover damage from natural disasters.
