By 1866 production on the Otago goldfields was declining and Otago Provincial Police Commissioner St John Branigan was forced to reduce the numbers of police in his force. A local satirical paper, the Otago Punch, offered this comment in cartoon form in September 1866. The upper panel shows a gang of burglars breaking into a large safe: ‘A place where we put the gold in Dunedin.’ Below, an armed officer with a magnificent drooping moustache, much like Branigan’s, strolls past without concern.
