Cartwright inquiry: letter of transmittal

When then district-court judge Silvia Cartwright submitted her report on the inquiry into the treatment of cervical cancer at National Women's Hospital, it was accompanied by this letter of transmittal. As an outcome of the inquiry, the government established the position of health and disability commissioner, ethical procedures for medical studies became standard, and a national cervical-screening programme was set up.
