The heads of government of New Zealand and Niue, Helen Clark and Young Vivian, sign a memorandum of arrangement in October 2004. The memorandum provided for ongoing support for the community in Niue, and the extension of support to New Zealand-based Niueans. This included the maintenance of Niuean culture, particularly through language nests for pre-school children.
