These rangatahi sit in silent protest at the fiscal-envelope hui at Waitara in 1995. They are opposing government plans to limit the amount available for settlement of historical claims to the Waitangi Tribunal to $1 billion, an initiative dubbed the fiscal envelope. The action echoed a protest at the Waitangi centennial celebrations in 1940, where protesters against land grievances had worn red blankets.
