Announcing a cabinet

Prime Minister John Key announces his new cabinet to a large media contingent on 17 November 2008. Depending on the party, ministers may be chosen by the prime minister, elected by the party caucus, or selected through a mix of both approaches. The prime minister decides the relative power and responsibilities of ministers by assigning portfolios and occasionally reshuffles cabinet in response to changed circumstances.
