This rare photograph shows members of Prime Minister Robert Muldoon's National cabinet discussing business at the first meeting of 1977. Muldoon is in the foreground, with cabinet secretary Patrick Millen at the extreme left of the photograph. The ministers are (left to right) Peter Gordon (minister of labour), Lance Adams-Schneider (minister of trade and industry) and George Gair (minister of housing).
