This ploughing took place on land at Wairau around 1937 as part of a Māori land development scheme. The New Zealand Workers’ Union was concerned that Māori labourers on the scheme were getting paid less than Pākehā. After 1935 legislation ensured Māori were paid the same rates as their Pākehā cohorts.
