Permanent residence approvals

The wars in the Balkans during the 1990s led to an increase in arrivals from the former Yugoslavia. Unlike earlier migrants, they came from all over the region. Refugees were glad to be in a peaceful country, but their relief was tempered by concerns for family left behind.
