In 2006 most inner-city apartments in the four main cities were rented. Investors, rather than owner-occupiers, dominated the market at this time. Auckland had the lowest percentage of renters, suggesting that apartment living appealed more to owner-occupiers there than in the other cities. Wellington was close behind.
