This graph shows there can be some quite dramatic changes in relative prices even during a period when the consumer price index rises moderately. The price of milk and cheese increased because there was an international price rise in these commodities. On the other hand communication services actually fell in price, partly because rapid technological development made the costs of supplying telephone or internet communications cheaper in real terms, and partly because this area saw fierce market competition.
