The per person figure is reached by dividing the total owed by the number of people resident in New Zealand that year. Between 1994/95 and 2000/2001 the average credit-card debt per person doubled from about $400 to about $800. The figure reached $1,000 in 2004, and continued to rise. (Data converted to 2006 values.)
