As in 1992, the ballot paper that was used for the 2011 indicative electoral systems referendum had two parts. Part A asked voters whether they wanted to keep the mixed-member proportional (MMP) voting system or change to another system. Regardless of their vote in Part A, in Part B voters were asked to opt for one of four other voting systems in the event that a decision for change was made. A majority (57.8%) of voters opted to keep MMP. There was a large abstention rate on Part B, with almost one-third of voters failing to indicate a preference. Of those who cast a valid Part B vote, 46.7% chose first-past-the-post.
