After the passing of the Prostitution Reform Act 2003, the Ministry of Health produced this advertisement directed at the clients of sex workers. Those buying sexual services were advised to use condoms, or other safe-sex barrier methods, to prevent the spread of sexually transmissible infections. Significantly, clients were seen as responsible for safe sex in these situations. This was consistent with the approach of Ettie Rout over 80 years earlier, when she encouraged soldiers during the First World War to protect themselves from venereal disease by using sheaths (an early form of condom) when having sex with prostitutes.
