After proposing a major assisted immigration programme in the early 1870s, Julius Vogel went to London as the agent general responsible for finding suitable immigrants. In this letter, reprinted in the Appendices to the Journals of the House of Representatives, he writes to the minister for immigration pointing out the possibility of recruiting striking Kent and Surrey labourers. In fact quite a number did migrate to New Zealand from Kent over the following months.
