This table shows the number of civil defence emergencies over the last three decades of the 20th century. Almost two-thirds of them were caused by flooding, which was severe almost every year somewhere in New Zealand. Only one emergency in the 30 years was caused by an earthquake (Edgecumbe, 1987), but it was the single most costly event. The 2010 and 2011 Canterbury earthquakes were even more costly, both financially and in lives lost.
