Between 1934 and 1990, air services were restricted to operators licensed by the government. The Air Services Licensing Authority, established in 1951, was used in practice to safeguard first NAC’s and later Air New Zealand’s main trunk services. This cartoon of 1957 depicts Minister of Civil Aviation Tom Shand passing the licensing authority’s judgement on one of NAC’s competitors, Trans Island Airways.
