The Resource Management Act 1991 required those seeking consent to exploit economic resources under the act to ‘take into account the principles of the Treaty of Waitangi’. This 2003 cartoon reflects the view that this is like giving a child free run of a candy store. It shows a greedy child labelled ‘Treaty Principles’ entering the Resource Management Act Sweet Store, where there are jars with labels such as ‘Suckers’ and ‘Whine Gums’.
