Californian Henry George’s 1879 book Progress and poverty inspired a movement of followers called the ‘single taxers’. Advocates wanted a single tax on land, and to do away with other taxes such as customs duties. A tax on rising land values as growth proceeded was not popular and, probably more importantly, could not have generated sufficient revenue for the government.
