St John ambulanceman R. Gray treats the injured eye of a worker at the Hutt railway workshops in 1952. Employers paid for the treatment of their injured staff until the creation of the Accident Compensation Commission in 1974, after which levies on workers, employers and vehicle owners paid for treatment.
