This 1921 cartoon from the New Zealand Free Lancerefers to a new tariff, which was likely to hurt local manufacturers. The tariff allowed agricultural implements to be imported free of all duties to encourage farmers to invest in machinery. Farmers got the sweets and industrialists went without.
