The members of the Royal Commission on the Electoral System hear submissions in 1986. From left: Richard Mulgan, Ken Keith, Justice John Wallace (chair), John Darwin and Whetu Wereta. The commission favoured the mixed-member proportional (MMP) voting system and recommended an increase in the number of MPs to 120.
