In 1839, as Britain's secretary of state for the colonies, Lord Normanby approved the annexation of New Zealand to Britain, along with the appointment of Captain William Hobson as the future colony's first lieutenant-governor. Normanby's detailed instructions to Hobson stressed the need for a treaty with Māori.
