Early civil service: Governor Robert FitzRoy

Former British naval officer Robert FitzRoy, shown here in a portrait from about 1850, replaced William Hobson as governor of New Zealand in 1843. His administration had insufficient money for its daily costs, let alone more ambitious activities, and had to deal with armed Māori uprisings in the Bay of Islands and Hutt Valley. FitzRoy was very unpopular with settlers and was replaced as governor in 1845.
