Cartoonist Ashley Hunter lampoons Premier Richard Seddon and his 1898 Kauri Gum Industry Bill. The bill established kauri gum reserves exclusively for British diggers and introduced a licensing system and three-month residential qualification for new arrivals. Some Dalmatians left the country, while others turned to farming, grape-growing or fishing.
