European Commission President José Manuel Barroso visited New Zealand in 2011 to attend a Pacific Forum meeting. The European Union (EU) is a major donor to the region, seeking to develop trade capacity, and increase private-sector competitiveness and access to international markets. The EU aimed to develop a demand-driven programme that integrated its aid efforts with those of other nations.
