John Alloo (Chin Thum Lock) owned a restaurant at the gold diggings in Ballarat, Australia, and worked as a government interpreter in Victoria before coming to New Zealand in 1868. Employed as a special constable by the Otago Provincial Council, he travelled all over Otago and Southland, taking part in the more important criminal and civil court cases involving Chinese. Most Chinese in New Zealand were miners who had joined the gold rushes, along with many Australians.
