This July 1984 photo shows the first cabinet meeting of the newly elected Labour government led by David Lange (fourth from the bottom on the left side of the table). The 20-member cabinet set two records: it included two women, Margaret Shields and Ann Hercus (seated together at right rear) and the youngest-ever minister, Phil Goff (at the head of the table), who was 31. Goff was party leader from 2008 to 2011.
