Photographed in September 1992, returning officer Ross Bly checks some of the 550,000 local body voting papers ready for posting out. Local body elections are held every three years, but usually in a different year from a general election. Voters on local body electoral rolls elect local councils, community boards and also a mayor for each city or district. New Zealanders now elect local bodies by postal ballot.
