Measuring fish

A fisheries official measures a fish aboard the Taiko Maru No 2. The industry has become increasingly regulated since the 1980s and fishermen must keep detailed records of their catches. Listen to an interview with the director of the Ministry of Agriculture and Fisheries at the time, Russ Ballard, who talks about the teething problems following the introduction of the Quota Management System in 1986.

Well, I think MAF expected when they introduced the system – it's a fairly complicated one – that as it settled down, we would have problems with the administration and certainly some of the cases we have are inadvertent, they are people who are just not fully familiar with all the paperwork which is concerned. But other than that yes, you'll have people at the fringes who try to exploit a new system because they see opportunities to favour their own back pocket and there are also people who are not fully familiar with the recreational laws in terms of what they're entitled to take by just going to the sea and taking their right.
