This motor car is being assembled at a plant in Christchurch in 1960. W. B. Sutch, a civil servant and economist, advised government to guide the country down a route of import-substitution industrialisation. This policy included strict controls on imports, and protection for the manufacturing sector. New Zealand’s economy was highly regulated, using policies such as these until the reforms of the mid-1980s.
