Department heads: George Hogben, secretary of education

George Hogben taught at schools in England and Christchurch before becoming a school inspector in Canterbury. In 1899 he became inspector-general of schools and secretary of education. In 1915, just before his retirement, he became New Zealand's first director of education. He is shown here around 1900, when he was aged 47.
